TERC Verification Process

This guide walks through each step required to generate TERCs, from verification and pathway approval to issuance and transaction on the Xpansiv Digital Fuels Registry, helping producers understand what’s required to participate with confidence.

Guide for Producers

1. Selecting an Independent Verifier (VVB)

Choose a qualified and independent Verification and Validation Body (VVB) to conduct the TERC verification process. Current VVBs for the TERC Program include:

  • SCS Global Services

  • Weaver

  • Turner, Mason & Company

You will need to select one of these firms to perform your initial TERC verification. Other qualified assurance providers can be considered for inclusion in the program upon request.

2. Defining Scope and Data Requirements

Clearly define the scope of the verification, including the project boundary, baseline scenario, and monitoring methodology. Collaborate with your chosen VVB to identify all necessary data requirements. Prepare documentation such as:

  • Facilities and production periods covered

  • Fuel types, feedstocks, and GREET pathways used

  • Activity data required to support the carbon intensity (CI) calculation and eligible fuel volumes

They will share a detailed data request (e.g., production records, energy use, transport data, GREET inputs/outputs, prior LCFS documentation where applicable).

3. AUP-Style Verification Procedures

The VVB will conduct Agreed-Upon Procedures (AUP) to assess the accuracy and reliability of the project's data and methodology aligned with both:

  • CA-GREET (or applicable GREET version) inputs and methodology

  • The TERC Program parameters (eligible fuel, CI calculation rules, program boundaries, etc)

Typical procedures include reconciling production and sales volumes, checking supporting documentation, confirming pathway selection, and recalculating CI values under CA-GREET or equivalent.

4. Site Visit and Management Interviews

Where required, the verifier may conduct a site visit and/or interviews with your operations, environmental, and commercial teams to confirm process flows, metering points, and data controls.

5. Draft and Final Verification Deliverables

The VVB will issue their draft internal verification report and the standardized TERC Verification Report Template for your review. Provide feedback and address any findings. The VVB will then finalize the verification report and issue a sign verification package including:

  • Completed TERC Verification Report Template

    • Verified CI and eligible fuel volumes

    • Applicable GREET pathway(s) / Tier 1 or Tier 2 treatment

    • Key assumptions, exclusions, and limitations

  • Formal verification statement required under the TERC Program

  • Supporting schedules or appendices needed for registration

6. Registry Setup and TERC Issuance

Account Setup

  • Register a Producer account on the Xpansiv Digital Fuels Registry (digitalfuels.xpansiv.com/home).

  • The registry administrator, Charles Li (cli@apx.com) and will guide you through each step of registration.

Report Upload

  • Upload the VVB verification documents to the registry along with a self-attestation confirming the validity of the data.

Secondary Review

  • The Registry Administrator will perform a completeness and consistency check before loading the verified values.

Credit Generation

  • Verified data will be converted into TERCs, which will appear in your account as “Available for Issuance.”

Issuance Process

  • You may issue all TERCs immediately or in smaller increments over time.

  • Issuance fees apply only when TERCs are formally issued; any remaining verified credits remain in a “Waiting for Issuance” bank.

Data Display

  • The verifier’s report can be withheld from public display in the registry (it will be securely stored).

  • Key verified data (eligible gallons, CI, feedstock, fuel type, etc.) will be visible in the registry.
